Sinds Dec. 2017, heeft KAS ongeveer 58,000 adoptie dossiers bewaard van 39 adoptie instituten.
De gedigitaliseerde documenten zijn toegevoegd aan het Adoption Centralized Management System(ACMS) om te worden gebruikt bij het vrijgeven van adoptie informatie en het zoeken naar biologische ouders.
Inzage van adoptie gegevens
Adoption Information Disclosure is een dienst die geadopteerden in staat stelt hun adoptie-informatie op te vragen en te verkrijgen bij organisaties zoals het National Center for the Rights of the Child (NCRC) en adoptiebureaus.
Legal Basis : Article 6, 21.4 and 36 of Special Adoption Act & article 23 and 25 of the Enforcement Rule of the Special Adoption Act
Doel: geadopteerden voorzien van hun gegevens uit kinderfaciliteiten of adoptie instellingen door middel van het permanent bewaren van aan adoptie gerelateerde gegevens.
Als een geadopteerde zijn of haar gegevens van onderstaande adoptie instellingen wil inzien/controleren, kunnen deze opgevraagd worden via KAS familysearch@ncrc.or.kr
Lijst van adoptie instituten waarvan de documenten bewaard (gescand) zijn.

Te verstrekken informatie
Informatie die wordt verstrekt via Adoption Information Disclosure kan worden onderverdeeld in twee categorieën. Ten eerste kan de geadopteerde informatie krijgen over zijn/haar eigen adoptieachtergrond. Ten tweede kan de geadopteerde met hun toestemming informatie ontvangen van de biologische ouders.

Q. How is Adoption Information Disclosure service different between adoption agencies and NCRC?
– NCRC and adoption agencies have the same process to provide the service. However, as adoption agencies handled the adoption process firsthand, they have the original adoption documents. Therefore, adoptees who request Adoption Information Disclosure for the first time or wish to see the original adoption documents should use the service provided by adoption agencies.
– NCRC is an agency affiliated by the Ministry of Health and Welfare, have adoption information collected from now defunct adoption agencies. Also provide Adoption Information Disclosure service when adoptee requests for the second time.
Q. How long does it take to receive the final result of Adoption Information Disclosure Service?
– The applicable law states that adoptees shall receive the result within 45 days from the application submit. However, it may take longer than 45 days as locating birth parents and obtaining their consent to release information can take extra time.
Q. Can adoptees find other information about birth parents, such as phone number, etc., in addition to address?
– Due to Korea’s strengthened personal information protection regulations, it is not possible to check information other than the address of a birth parent’s registered resident information.
Q. Can adoptees find their relatives or other family members if the birth parents are deceased or cannot be found?
– The Act on Special Cases Concerning Adoption currently allows information disclosure only for birth parents. Therefore personal information of birth parents can only be searched. There are no legal grounds to search personal information of other relatives or related persons, and etc.
Q. Can adoptees have access to birth parents’ personal information on adoption records if birth parents are deceased or cannot be found?
– When birth parents are deceased or their whereabouts cannot be verified, information of birth parents cannot be disclosed as consent is not gained.
Q. If birth parents are deceased, can adoptees have access to the information such as cause of death and place of burial?
– NCRC can only verify whereabouts of birth parents. Such information including cause of death and place of burial is not a kind of information NCRC can approach.
Additional Family Search Services of NCRC
National Center for the Rights of the Child supports overseas adoptees by establishing identity and ensure adoptees’ rights. Services below are provided to adoptees who can’t find birth parent due to lack of information in the adoption background documents.
1. Creating a search profile on the Korea Adoption Services website.
Both adoptees and birth families may create their profile on the family search bulletin board of our website. Your profile will be translated into Korean and will be seen in the Korean website. To creat your profile, please visit the link below.

2. Utilizing media such as newspapers and broadcasting to find birth families.
NCRC is helping adoptees to locate birth families by cooperating with a news agency and a broadcasting company.
In order to publish your search story or broadcast it, you need to share your adoption and family search story with us.
Your story will be published through Yonhap News Agency, a government-funded company, which provides news articles to other media in Korea. Regarding broadcasting, NCRC made a connection with YTN, a TV broadcasting company, and is working to help adoptees find their birth families through broadcasting or uploading their stories on Youtube. Interviews will take place in Korea and the producers will select interviewee based on their story.
3. Printing adoptees’ profile on the National Health Insurance bill
Adoptees can post their profile on the National Health Insurance bill with assistance of NCRC. The Health Insurance bill is printed every month and bills with adoptees profile will be published about 2~3milion. One adoptee’s story is printed on the bill per month, so adoptees who request this service might have to wait for their turn. If you request this service, the case worker will ask for basic information(name, date of birth, where you were found, special features, etc.) and photos as a baby and current.
4. Promoting adoptees’ search online through Youtube channel and Facebook pages.
Adoptees can use video to talk about their adoption story and information, and the NCRC will publish it on its Youtube channel and Facebook page. Any adoptees can apply and in order to receive the service you need to take a video and send it to us. The video has to be taken in landscape and try to keep it anywhere from 1-5 minutes in length. Then, the NCRC will edit your video with Korean subtitles and music.
